I can reproduce this on a tablet with the added reproduction step that if the page does not load at minimum scale (bug 1875566), then I pinch-zoom out to the minimum scale before tapping the video.
A workaround I found is:
- Rotate the device to landscape mode and back.
- Since the previous step results in zooming in (which seems like another bug), zoom back out. Now the clipping is gone.
Another issue I noticed is that when the video is in landscape mode, the bottom toolbar which contains the video controls (e.g. play, mute, etc.) is partially cut off.

I'm going to mark this as S3 since a workaround exists.
However, it does seem like a relatively annoying bug on a popular website, so I'm also going to add it to the APZ diagnosis backlog so that we can understand the cause and take next steps as appropriate.
