Bug 1867997 is going to add a new pref for background origin initialization. The new feature will be disabled by default on all branches initially given the experimental nature.

This bug is about flipping these two prefs:
dom.quotaManager.temporaryStorage.lazyOriginInitialization
dom.quotaManager.temporaryStorage.triggerOriginInitializationInBackground
