When visiting https://www.yahoo.com/ in a fresh profile today, I sometimes see two "You must enable DRM" prompts at once. See attached screenshot. (I'm guessing two isn't a hard limit; maybe we might show an unbounded number of these, in an extremely pathological case?)

We should probably have a mechanism to enforce that we only show one iteration of this notification at a time.

I encountered this in Firefox Nightly 124.0a1 (2024-01-23) (64-bit) on Ubuntu 22.04

This message was implemented in bug 1111153. It lives outside the Messaging System, and is kind of a bespoke message for this specific encrypted media error. It seems not worth creating a new messaging trigger just for this application. It seems to already have a mechanism intended to prevent duplicate messages, but apparently that doesn't work.
