1876429 - Implement submenu for custom font selection

We need to create a submenu that allows the user to select any of their system fonts to use in Reader View. To achieve the WCAG success criteria for text spacing, the user should also be able to customize the letter spacing, word spacing, and font weight (See Bug 1874984 for details).

Open question: How will the Fonts menu handle font weight selection? If we use the existing selection style in the main menu, there is the issue of whether we can detect the number of font styles a typeface has. We might have to set the number to a max value, and for fonts with fewer styles incrementing to larger values would not result in any changes.
