We want to increase the comfort (and accessibility) of using the reader by making the type controls support all the options in the WCAG success criteria for text spacing, allowing users to pick their preferred fonts and allowing custom colors.

Note for reviewers/contributors:
- because Reader View supports color themes that need to override the browser colors, any design token colors that change based on the browser light/dark settings cannot be used
- the work for Reader View Comfort Settings is currently gated behind 2 prefs: improved_text_menu.enabled for the text and layout menu, and colors_menu.enabled for the themes menu. We plan on releasing both menus together when all work is completed, at which point we can also retire the old menu.
