"Clear Recent History" doesn't keep checkbox state anymore

Steps to reproduce:

Tried on Firefox 122 (Build 20240118164516) and 124.0a1 (Build 20240202094312):

  1. Press Ctrl+Shift+Del to open the "Clear Recent History" Popup
  2. Uncheck all checkboxes except "Cache"
  3. Press "Clear now"
  4. Re-Open the "Clear Recent History" Dialog by pressing Ctrl+Shift+Del

Actual results:

This happens since few days on 124.0a1:
When re-opening the "Clear Recent History" Dialog, checkboxes for "History" and "Cookies and Site data" are checked, no matter if they have been checked or not before.
Especially when using this technique to clear Browser Cache, Muscle-Memory already forced me to use a backup of my profile to restore my Cookies and History as the behaviour changed from "Using previous checkbox state" to "almost all checkboxes are checked".

Expected results:

Either, the previous checkbox states should be restored, as one knows it from previous versions (such as current stable 122.0) or checkboxes for "History" and "Cookies and Site data" should be unchecked by default to prevent accidental deletion of that data.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Data Sanitization' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
