With the Metacity window manager (version 2.4.8+), dialogs are on top of other
windows. As a result, download progress windows stay on top of Mozilla and
that's very annoying.

According to Havoc Pennington (Metacity developer), this is a bug of Mozilla,
and I think he is right.
