Desktop enables FPP outside PBM by enabling it in ETP Strict. It also has the ability to enable it in PBM/All Windows in ETP Custom as a separate checkbox called 'Suspected Fingerprinters'.
This bug is about enabling FPP in ETP Strict.

Bug 1841104 is where we did this on Desktop. The key thing there seems to be the browser.contentblocking.features.strict pref which is... only defined on desktop it seems? So this needs more code reading to understand how this works on Android.
