Now that we've fixed all known Rust bugs that block enabling Rust Suggest by default on desktop (bug 1877306), let's do a vendor into m-c so we can start to land desktop patches that integrate the Rust changes.
I'd like to do another vendor later this week or next for Suggest after we (hopefully) finish all Yelp suggestions Rust bugs (bug 1875963).

This bitrots D200075 but since we want to ship Rust Suggest in desktop in 124,
I'd like to vendor ASAP so we can start landing desktop patches, and we need to
fix this argument order to do that.
