While adding the same-site bit to our partitioning scheme for Firefox (so ABA embeds are a different partition than AA embeds), we weren't sure what to do with topleveldomain partitioning. Given the name differences, there may be a desire for different behavior. Regardless, implementation of this would require some care (but maybe not too much work given where the status is now.

Look at the OriginAttributes::SetFirstPartyDomain's use of false for PopulateTopLevelInfoFromURI's aSameSite
