Part 3 of Rust CI automation.

This bug will include:

• Associate phab reviews with a bug number (that's leave-open and reused) bug 1878375
• Look for old Phab reviews that have not landed and abandon them prior to submitting a new one

Runs will now appear in the Taskcluster index to make it easier to locate the
file artifacts in automation. In particular, save the most recently submitted
Phabricator review id (Dnnnn).
