Steps to reproduce:
Visit a site using a <marquee> element.
I took a side by side comparison with Chrome, shown in the file attachment. The top marquee is Firefox, and the bottom marquee is Chrome (v 121.0.6167.161)
Actual results:
The scrolling of the text is very choppy
Expected results:
Scrolling of text should be smooth

The Bugbug bot thinks this bug should belong to the 'Core::Panning and Zooming' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Confirming that the sample marquee text at https://developer.mozilla.org/en-US/docs/Web/HTML/Reference/Elements/marquee is looking smooth! The site in question I originally used no longer has a marquee element, so unable to confirm with it.
