The Close dismiss button is the last in the focus order, when Shopping survey is shown.

It is likely the that the X (Close) button is placed at the end of the survey langmark, thus Down arrow from it won't read Help improve Firefox or How satisfied..., bu it would proceed to the reliability of results. Visually, focus is jumping up and down, when navigating with keyboard and Tab key through the Shopping survey and further to the main Checker area.

Since the button is visually appears at the top right corner of the survey, moving x at the top of the survey's DOM should resolve all issues and fix keyboard and screen reader issues now and in the future too
