1879951 - Add AV1 hardware decoding test on Windows

In bug 1861501, we installed Windows AV1 extension on win11-64-2009-hw-ref, so now we would be able to test AV1 hw decoding on CI as well.

However, it's worth mentioning that win11-64-2009-hw-ref is not a default machine we would use on CI. We need to enable it in bug 1863366.

Even if on win11-64-2009-hw-ref , sometimes I can still see the AV1 failure due to lacking of the AV1 extension. Currently 6/38 on CI, the AV1 failure was reproduced.

Jonathan, could it be possible that some machines in that pool are still not installed the AV1 extension? Thanks!

Yes, we're currently deploying mozillabuild 4.1 (which includes python 3.11) and with that having to re-image each instance with the latest configuration.

Thanks Jonathan! After talked to him offline, we will land this patch after addressing that extension problem on CI.

We've updated all workers in the worker pool win11-64-2009-hw-ref with the AV1 extension, in addition to mozillabuild 4.1. Let me know if you're still seeing errors!

Thanks Jonathan! I can confirm that now AV1 hardware decoding test can be passed successfully on the try server and no the intermittent failure \o/
