Moving the cursor immediately show the new card preview on macOS but somehow the behavior is different on Windows.

I don't think bug 1876493 is the same as this bug -- this bug is about moving the cursor from the currently hovered tab to a different tab, not different elements of the same tab.

You are correct, bug 1876522 is the correct bug that this is a duplicate of. The one that I said before is linked to 1876522 though and I think the patch from that bug will solve 1876493 as well and another one with pinned tabs.
