For the initial MVP/experiment of the new tab wallpapers feature, we will store the background images locally and utilize a user pref to store a user's wallpaper choice.

I have verified this enhancement and I can confirm that the browser.newtabpage.activity-stream.newtabWallpapers.wallpaper pref is displayed in the "about:config" page. The pref has no value if there is no wallpaper set and it sets up a specific value based on the applied wallpaper.

Verified using the latest Firefox Beta 126.0b2 (Build ID: 20240417091940) and the latest Firefox Nightly 127.0a1 (Build ID: 20240418214121) installed on Windows 10 x64, macOS 14.1.1, and Ubuntu 22.04 x64.
