Product would like to launch a user survey with this change. Waiting to hear back which team to coordinate with to deploy the survey and feature in tandem.

The MVP for this feature is to reuse the colorways themes and allow users to set a colorway theme from the personalization panel. Then adding support for a new experimental theme property (newtab background images) and adding that to the colorway theme manifests.

Considering that the colorways theme code is being removed in bug 1875512, the MVP/initial experiment for this feature will target users using the builtin light/dark themes.
