1882391 - Add UI in about:preferences#containers for searchAllContainers

This patch adds a user-facing preferences in about:preferences#containers to enable/disable the new browser.urlbar.switchTabs.searchAllContainers pref. Based on other requests to have better visual isolation between containers, it seems like a good idea to make this new behavior a little bit more discoverable and tweakable.

Since you implemented this new pref, :mak do you have any though / major objection on this?

Our current plan is to make the new pref true by default in Fx125, we didn't yet decide whether a visible UI preference is necessary, also considering containers are a niche feature (appreciated by most, but not complete yet).
That's something we should discuss with UX. Once a decision will be taken, we'll either continue here or wontfix it.
I think enabling it by default will make it discoverable enough anyway, in the meanwhile.

Based on Bug 2006623, I'm wontfixing this bug.
We should evaluate bug 2007881 instead for the future.
