chevrons do not appear when bookmarks overflow in toolbar

When bookmarks or other items in the toolbar are truncated a chevron icon should
appear indicating more items are available on the toolbar. Clicking on the
chrvon displays a list of the truncated options. This UI enhancement would make
the toolbars in Mozilla more closely resemble GTK application UI standards.
Reproducible: Always
Steps to Reproduce:
1.Add bookmarks to personal toolbar
2.Pull in browser window to reduce width
3.bookmarks become truncated
Actual Results:
bookmarks become truncated
Expected Results:
chevron icon should appear indicating more options exist on the toolbar than are
being shown.
