We added a new migration related help menu item in Bug 1828114. Because we were working with a tight deadline, this menu item was implemented behind a pref that can be managed via Nimbus in case the SUMO page it links to wasn't ready in time and we needed to hide it in release. The SUMO page has been up for a while now so both the pref and related Nimbus code are no longer needed and should be cleaned up.
