DevTools and webdriver BiDi currently miss requests for stylesheets which are served by the CSSLoader cache.
Similar to what was done for cached images in Bug 1722759 (specifically https://phabricator.services.mozilla.com/D121122), it would be great to have an observer notification in content processes for such requests.
