This bug is for implementing the backup method on the BackupResource(s) that were created for bug 1883736.
Note that we only want to do this copying if the user has configured backup with encryption. Since we don't yet have the encryption mechanism built out yet, let's just make this a separate pref for now, and check that pref in the enabled pref of the resources.
