This seems to work correct on macOS (Sonoma) when "keyboard navigation" is enabled in "System Preferences > Keyboard". I'm not entirely certain what the expected behaviour is supposed to be here when keyboard navigation is disabled (which I think is the default). But I suspect it's not this. ayeddi, do you know?

Sadly, this is the default behavior that the macOS is providing. By default, it's Text boxes and lists only
that are receiving keyboard focus.
Firstly, "All controls" setting in macOS system prefs > Keyboard > Shortcuts should be allowed.
Then, in Firefox, when the Use the tab key to move focus between form controls and links
is checked in the Settings (about:preferences#general
> Browsing
), Firefox does overwrite this behavior and allows users to navigate to interactive elements in content, as it is usually expected. Similar setting exists in Safari and Chrome too.
Good_Swimmer, could you let us know what is the current state of the macOS keyboard pref and the Firefox keyboard pref on your machine, so we could debug it? I think, the Firefox preference should be checked by default now.

Set to access-s3 because this is a nuisance for keyboard users but not an actual barrier.
