Steps to Reproduce:

  • 1.Navigate to 'about:preferences#privacy'.

Actual Results:

  • The Tab key causes the entire page to be focused.

Expected Results:

  • The Tab key should only focus on interactive elements, leaving non-interactive page areas unfocused

Please see :ayeddi's comment on Bug 1886345. Could you please share the state of the prefs mentioned in that comment?

Firstly, "All controls" setting in macOS system prefs > Keyboard > Shortcuts should be allowed.

Then, in Firefox, when the Use the tab key to move focus between form controls and links is checked in the Settings (about:preferences#general > >Browsing), Firefox does overwrite this behavior and allows users to navigate to interactive elements in content, as it is usually expected. Similar >setting exists in Safari and Chrome too.

This is access-s3 because this is nuisance behavior that doesn't directly inhibit access.
