For our Split dismiss button, when a user selects "show fewer recommendation", we will blocks the message group for X months -- blocks expires after a specific number of months.

Let's expand on this in a tech doc.

Priority: -- → P2

I think this is more infrastructure, since this would be a SpecialMessageAction rather than part of the submenu/split dismiss code (the submenu can use any actions)

No longer blocks: fc-surface

We want this for upcoming experiments, so I'm bumping to P1.
