Steps to Reproduce:
- 1.Launch Firefox.
- 2.Click the "…" icon at the upper-right corner of any central item on the Firefox homepage.
- 3.Open the 'Edit Shortcut' dialog by selecting "Edit."
- 4.Navigate within the dialog using the Tab key.
Actual Results:
- The Tab key moves focus to items in the UI behind the 'Edit Shortcut' dialog.
Expected Results:
- Tab navigation should be confined to the current UI level, without affecting elements from underlying layers.

Managed to reproduce this issue on:
- Firefox Nightly 126.0a1;
- Firefox 125.0b5;
- Firefox 124.0.1;
Tested and reproduced on:
- macOS 12;
- Windows 10;
- Ubuntu 22;

This is an instance of the general dialogs behavior on New Tab page - refer to bug 1503876. It creates a barrier for sighted keyboard users, thus assigning access-S3
accessibility severity per the Accessibility Triage Guidelines
