Cloning from 1834794 as it was closed incomplete.
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:124.0) Gecko/20100101 Firefox/124.0
Steps to reproduce:
-in 'about:preferences', enabled 'Open previous windows and tabs' on Startup
-closed Firefox with 46 tabs open
-opened Firefox
Actual results:
only the pinned tabs were restored
Expected results:
all tabs should have been restored

Hi, Raluca.
Same behaviour as in last report, so:
- This issue did not happen when I switched to the 'default' profile (I was previously in 'default-release'). "Not happening" means: a) the non-pinned tabs were restored and b) the settings page had the "Open previous windows and tabs" checkbox checked.
- Couldn't install the nightly version as of yet (low available space and lack of time)
- This issue happened partially when in troubleshoot mode: a) the tabs were restored upon Firefox restart in Troubleshoot mode but b) the settings page showed the "Open previous windows and tabs" checkbox UNchecked.

The bug here is that when you have session restore enabled ('Open previous windows and tabs'), only your pinned tabs were restored on the next startup.
The other stuff you ran into using troubleshoot mode is expected behavior - one of the things that does it restore some settings back to their defaults - including session restore. So I'm updating the bug title and will put it into our backlog. I can't offer more help than that just now. We are working on adding a couple of ways of getting more insight into session restore failures. Bug 1874742 should give us a better picture of how often things like this happen in the wild. And bug 1854373 should give us more options for troubleshooting and diagnosing specific problems.

Hi Sam!
Yes, this happens every time I close down Firefox on purpose, or it gets closed externally (e.g. a Windows crash/restart without first having closed all applications).
It does not happen, however, when I hit the "update Firefox" prompt that shows up upon the release of a new version: in that situation, all tabs are restored.

Forgot to mention that this happens with any number of tabs and has happened with two non-intersecting groups of tabs since I first reported it on the original bug.
