Bug 1682030, specifically this change removed the last use of the plugins remote settings collection. As far as I can tell, this collection is not used anywhere else and hasn't been updated since 2020.
However, it missed removing the associated services/settings/dumps/blocklists/plugins.json dump file.
Hence, I think we should tidy up and remove it, and avoid shipping the extra ~130kb file size.
