1890051 - Consider moving moz-slider to toolkit/widgets

In bug 1880654 we're added a moz-slider component to the reader view. It is being built as a reusable component, but lives alongside the reader view code for now since we don't yet have another use case for it, and so that we don't block feature work pending more in-depth design systems reviews. Once the component is complete we should consider migrating it to toolkit/widgets to make it a fully reusable component. If we decide to do that, this bug can be converted to a meta bug to track the associated work.
