Currently, we only clean up the crash database when it becomes full. Instead, we should remove crashes after they are successfully submitted to a reporting service.

I'm not sure if we want to automatically remove them as soon as we send them. We still want them in about:crashes. We may want to implement some sort of cleaner that removes them if they are submitted and > X days old?
