Add an entry point for Translation Global Settings to the main settings menu.

Be sure to also connect the Nimbus control point for global settings as a condition too.

Verified as implemented on the latest fenix nightly 127.0a1 from 5/7, using a tablet Lenovo M10 (Android 10), and a Samsung Galaxy S24 (Android 14) phone.
After enabling the feature via nimbus-cli, the "Tranlsation" option is displayed in Settings --> General, under the "language" and above the "Set as default browser" option.
