Same as bug 1889813 but for win/aarch64.
SVE in libvpx on win/aarch64 is disabled by bug 1880814.

According to the https://github.com/google/highway/issues/2060#issuecomment-2038105315, NEON over SVE is already supported by Clang 14 and will be supported by GCC 14.
