The button with a cog icon is labeled as Personalize new tab that is not a common name for the control with such icon. It's expected to be Settings or at least to include this word.

Consistency in the naming helps users with cognitive difficulties and serves all users with easing their mental load while trying to navigate the content. Including the visual label in name of the control is required for users of assistive technology to receive sighted help or to be able to guess the functionality of the control by its appearance, and to provide an appropriate text alternative to the image.
