messages with cid: throw up alerts on linux (possible mac too)

I've got a fix for this.  I implemented a stub protocol handler for cid:

note, doesn't happen on win32, as there is already a handler registered for cid:
(maybe outlook?)

just need to do the mac build changes...

Well, I haven't seen any of these alerts on recent builds, but I haven't
verified that I've received any messages with cid: links.

I don't see the alert using the mail message that threw the alert in linux
builds prior to the fix. 20030211.

verified on maco osx too.  With the message I have for testing this, I did see
the alert with the 12/27 maco osx build but don't see it with a fixed build.
