1893720 - `...` Open menu buttons on the about:newtab are missing the expanded state

Attachment: The "..." controls on the New Tab page: a menu is opened visually but the screen reader is not aware of that

STR:

1. Ensure a screen reader is running
2. Using keyboard alone, navigate to one of ... buttons and activate it with Enter or Space key
3. Observe the announcement

Current:

1. The ... Open Menu buttons that are provided for each of the tiles and cards on the about:newtab page does not indicate to a screen reader user when the menu is opened

Expected:

When a menu is opened, a screen reader is made aware of that either by:

• expanded state being announced, per WAI ARIA design pattern:

When the menu is displayed, the element with role button has aria-expanded set to true. When the menu is hidden, aria-expanded is set to false.

• by focus moving to the topmost option in the menu
