Tested on the latest Nightly build (127.0a1 from 2024-05-02), the issue is still reproducible.
Will verify on a later build.
Device used: Samsung Galaxy S23 Ultra (Android 14).

Verified as fixed on the latest Nightly build (127.0a1 from 2024-05-03).
There is only one inactive tabs CFR remaining when rotating the screen.
Device used: Samsung Galaxy S23 Ultra (Android 14).
Marking the ticket as verified on 127.
