Details

Downloads are missing relevant metadata that we need when retrying them:

  1. the method, we always retry with GET, but some downloads may be activated through POST (and have postData)
  2. the full-page flag when Save As, Complete is used.

We should extend metadata, both the one serialized while the download is in progress, and the one stored in Places annotations along with history.
Once the info is there, we can use it to address the blocked bugs.
