The scope grant I added was too restrictive.

In order to use the Notify API functions, the granted scope needs to include notify:matrix-room:!TWztIhgqLawNpRBZTC:mozilla.org, in order to use the routes to notify of job completion, the granted scope also needs to include notify.matrix-room.!TWztIhgqLawNpRBZTC:mozilla.org.on-any.

However, the granted scope was notify:matrix-room:!TWztIhgqLawNpRBZTC:mozilla.org.* which covers the later for job completion but not for the API functions.
