Most of the websites don't support pwa..while those supporting pwa provides app like experience..so pwa supported app should show install button rather than add to home screen for all websites..it simply does not make sense, no doubt one can add all websites as shortcut to homescreen but only pwa provides app like experience, so this is very important to distinguish between both options. Please bring back old behaviour.. install button for pwa and add to homescreen for other websites

In bug 1906681 comment 3, I've confirmed with UX that we should update the label so that we can signify a difference between a homescreen shortcut and a PWA.
Thanks for taking the time to file this and bring it to our attention! I'm going to close this as a duplicate since we have context and a linked meta so we can get this fixed soon.
