I tried to do a clean install of Bugzilla 5.2 with MariaDB 10.6, and found that Bugzilla chokes on MariaDB's definition of utf-8 if using the MySQL driver (which is the default driver). Using the MariaDB driver works just fine, of course (which is why we now have it).
To ensure people aren't tripping over themselves on MariaDB 10.6 and newer, we really need to enforce that we don't want to use the MySQL driver to talk to it.
