In the permissions screen redesign, update the SUMO article for optional permissions to topic:
manage-optional-permissions-android-extensions based on 1888239 and also update SupportUtils.getGenericSumoURLForTopic to SupportUtils.getSumoURLForTopic in the new AddonPermissionsScreen.kt.
