If you delete the 'Personal Toolbar Folder' from the 'Bookmark Manager' it is not possible to add anything on the tool bar.

Using the 'Bookmark manager' I deleted the 'Personal Toolbar Folder'.  After that
I can no longer add things to the toolbar.  In fact even after I uninstall and 
install mozilla again, the behavior persists.

If you do not display the 'Bookmarks' on the tool bar the third bar completly
disapears.

Reproducible: Always

Steps to Reproduce:
1. Open Book mark manger
2. Delete all bookmakrs, folders, seperators, etc.
3. Import Bookmarks from exported from another machine

Actual Results:  
Only 'Bookmarks' is displayed.  None of the bookmarks are accessable.

Expected Results:  
The imported Personal Toolbar Folder should be used and displayed on the third
toobar.
To fix this go into the Manage Bookmarks screen and add a new
folder called Personal Toolbar Folder and restart Mozilla.

You can make the Personal Toolbar Folder any of your bookmark foldes.  Just use
the View > Set as Personal Toolbar Folder when in Manage Bookmarks.
