1896696 - deploys to LandoAPI close all trees for ~30m

We made our first deploy to LandoAPI after the Treestatus migration today, and as a side-effect, all trees were closed for ~30m. This included try, and since Lando was down, also --push-to-lando, effectively stalling developers while the deploy completed.

We are discussing solutions to avoid having all trees closed for an extended period of time.
