As a follow-up for https://bugzilla.mozilla.org/show_bug.cgi?id=1864350 we should try to handle cases where no permission is granted to distinguish between cases when some requests can still be managed and those that end up not being able to upload the requested type of files.

Mainly this would involve using Android Photo Picker as a fallback for selecting images and videos.

Verified as fixed on the latest Nightly 129.0a1 from 07/05 with Samsung Galaxy A53 5G (Android 14). When no permissions to access the camera or the storage are granted, the Android Photo Picker is opened, from when the selected photos/videos are uploaded.
