Scroll up and down the page
Expected Behavior:
The page scrolls smoothly
Actual Behavior:
When scrolling, the page keeps coming back to previous positions in different point on page.
Notes:
- Reproduces regardless of the status of ETP
- Reproduces in Firefox Nightly, Firefox Release
- Does not reproduce in Chrome

Triaging this as very severe, because in our tests, we got completely stuck and couldn't scroll down or back up.
Ksenia, you mentioned that we had a similar issue on another page?
