Steps to reproduce:

1. Open https://demo.home-assistant.io/#/lovelace/home
2. Click hamburger menu on top left of website
3. Click on "Demo User" on the bottom
4. Scroll to the bottom (you must hit the bottom of website)
5. Try to scroll up

Actual results:

Pull to refresh is triggered (see attached video).

Expected results:

I should be able to scroll back up.

I did confirm that with D210758 (which is for bug 1897345) I can't see the issue. That means either bug 1897345 or bug 1897567 fixes this issue.

On https://steamdb.info/ in the menu, when the list is scrolled down, trying to scroll up will try to trigger pull-to-refresh every other attempt, would this be the same issue?
