Steps to reproduce:
Keep computer and Firefox running for many months without restarting, then restart
Actual results:
After restarting, Firefox thinks it hasn't been used in a long time and suggest "refreshing" it along with welcoming me back
Expected results:
Not prompted to refresh since the time since last usage is not high, even if time since last launch is

We don't think this is related to the address bar but instead is related to the info bar, and hence moving to the Migration component.

I can confirm the described behavior by launching the browser, changing the system's date ahead 1-2 months and then simply restarting the browser. The refresh firefox infobar is being displayed.

Yes, there are some known limitations in the code that tries to determine whether or not Firefox has been in use. Bug 1054947 has some discussion.
As a workaround, you can go to about:config, type in browser.disableResetPrompt
and create a boolean pref and set it to true.

I think it's worth keeping these bugs separate as they are caused by different underlying problems.
