Description

With the introduction of Select Translations, we should change our translation-request counter to include a label of which type of translation was requested.

Steps to implement

• Change the requests_count metric from a counter to a labeled_counter with the labels full-page and select.
• Propagate these labels to all relevant call sites.

Tests to implement

• Ensure that tests for this counter assert the associated label.

Adds a label to the telemetry metric that counts translation
requests, to differentiate them between full_page requests
and select translation requests.
