Chat gets registered with bug 1899827 but needs to be exposed as a tool for the new sidebar. This will require new functionality to conditionally add the tool when chat is enabled.

Ania also wants it to be one of the default tools, so it'd be good if you could add it and update this placeholder list here to be AIChat, synced tabs and history (per the sidebar PRD).

Update default tool ordering. Conditionally render tool if not hidden for both main and customize.
