190209 - Opening menu works only every second time

If you open a menu, e.g. Bookmarks, and try to open the same menu again, it does not open - a second click is required to open the menu.

Reproducible: Always

Steps to Reproduce:
1. Open a menu by left-clicking on it, e.g. Bookmarks.
2. Chose a menu item or click somewhere else on the screen (to close menu).
3. Click on the same menu again.

Actual Results:  
Menu does not open.

Expected Results:  
Menu should open with one single click.

If you chose another menu item, e.g. first click on Bookmarks then on Tools, it does work as usual. Only if same menu is opened twice, it shows the behaviour above.

If it's a duplicate, sorry for that, but I didn't find it...

Correction!

Steps to reproduce:
2. Chose a menu item or click above the menu (what is the english word for that area?)

Clicking somewhere in the browser window does NOT produce the same result, i.e. it works then.

By the way, once this bug has been produced (exactly at that moment) the cursor in this text window disappeared. A connection possible?

Confirming.  2003012108 / XP.

Use the Bookmarks menu to go to a bookmark.  Immediately after that, click on
the Bookmark menu again.  Nothing happens.

-> Normal since I don't consider this "Trivial" as I would a typo.  It's a
usability issue.

Also -> Browser since it's not Phoenix specific (I see it under Mozilla).
